The current Viscount Skater was one of the nobles of Ankh-Morpork called to hear the rantings of Edward d'Eath during the events of Men at Arms. This is his one and only mention in all of the canon.
He gives the current Patrician, Havelock Vetinari a grudging endorsement with the following phrases:
"You have to hand it to him: the city operates. Fellas and whatnot do things."
"...all the Guild chappies put up with him because anyone else would be worse, yes?"
