Mentioned in Moving Pictures, this is a city or area on the Disc where elephants are known to roam.
Annotation
There is a Roundworld equivalent in the Tsetse fly. These are large biting flies inhabiting much of mid-continental Africa between the Sahara and the Kalahari deserts. They live by feeding on the blood of vertebrate animals and are the primary biological vectors of trypanosomes, which cause human sleeping sickness and animal trypanosomosis. Tsetse include all the species in the genus Glossina, which are generally placed in their own family, Glossinidae.
T'etse is likely an oblique reference to it as only elephants are mentioned.
