Strictly speaking, cruelty to bears. The concept Moist von Lipwig was groping for was usury, meaning the financial exploitation of the poor and desperate by unscrupulous money-lenders through advancing small sums at iniquitously extortionate rates of interest. This is not illegal, even though it might be morally unjustifiable: most civilized countries call the practice "banking".
