Six Beneficent Winds was the Deputy District Administrator of the Langtang District in the Agatean Empire. In other words, he was the Collector of Revenues, a tax-gatherer. This fact is not lost on the Silver Horde when they interrupted his work inside the walls of the Forbidden City. As one of the Horde commented, knowing a tax-gatherer means that you don't have to actually go killing everyone for their valuables. Instead, you just need to kill the tax-gatherer after he gathers his taxes.

While Six Beneficent Winds at first led the Horde in the direction of the gymnasium, intending to lead them straight into the path of the Emperor's ninja guards, he decided to join the Horde after seeing the ninjas be crushed by the Horde in combat. He learned from Ronald Saveloy that the Horde did not have an accountant, and also did not pay taxes or take pensions (something the Horde thought was a dirty word). They also waste much of the money they spend on "allowable expenses for a barbarian hero"- drink, women, and high living.

He was unable to guess exactly what the Silver Horde was in Hunghung to steal (despite many tries) until Mr. Saveloy told him that it was not just any ancient treasure, but all of them- the Horde was there to steal the entire Empire. Six Beneficent Winds initially had some objections to his, at least until he was appointed Lord High Chief Tax-Gatherer (the black hat with the red ruby button), and given the authority to deal harshly with his former superior, a mere District Administrator who was incredibly cruel to his hard-working staff.

During the final battle with the forces of Lord Hong, he declined to take part (unlike Mr. Saveloy, to Six Beneficent Winds' surprise), but then confirmed the succession of Cohen the Barbarian as Emperor of the Counterweight Continent. He then served Cohen as Lord High Chief Tax Gatherer.

He was described as having the same sense of humor as a chicken casserole, disliking cats intensely, counting his money thoroughly before making a purchase (especially if there was a queue behind him), and had a habit of dabbing his upper lip with his napkin after his tea ceremony that made Mrs. Beneficent Winds commit murder in her mind quite frequently over the years. Despite all this he was not actually a bad man, as he was kind to animals, frequently made small donations to charities, and frequently gave moderate sums to beggars. (Although he did write this down and remembered it for when he visited them in his official capacity later on...)
